+ About Enlightened Perl
+ </h1>

+ Enlightened Perl is an organization which is built around a movement within the Perl community.
+ Its goals are complementary to the Perl Foundation. Specifically, we support certain Perl development
+ efforts that ensure perl's future as an enterprise-grade development platform. Its aims are:
+ </p>
+ <ul>
+ <li>
+ Improvements to the public facing parts of existing Perl projects, including design and content
+ organisation and accessibility, by co-operation with the projects involved to see where their
+ volunteer capacity is lacking;
+ </li>
+ <li>
+ Eliciting the creation and/or improvement of tutorials, screencasts, books, reference
+ documentation, training courses and other accessible documentation to make it easier
+ for new users to get started with modern Perl;
+ </li>
+ <li>
+ Encouraging people to blog their experiences of Perl development, both as individuals
+ and as part of corporations, in order to raise the profile of Perl across the blogosphere
+ and social media aggregators;
+ </li>
+ <li>
+ Simplyfing and streamlining the installation of common "new wave of CPAN" libraries,
+ and applications developed using them, in order to simplify experimentation and deployment;
+ </li>
+ <li>
+ Grants for development of specific pieces of code that scratch no developer's itch,
+ but make corporate and/or hobbyist adoption of enlightened Perl easier;
+ </li>
+ <li>
+ Production of articles and white papers to provide a senior management level view
+ of the advantages of modern Perl as a platform for new development;
+ </li>
+ <li>
+ Getting organisations already using modern Perl to speak out about their success stories,
+ and helping them to get involved with the community.

+ Extended Core

+ <p>
+ The Goal of the EPO-EC working group is to produce a list of modules that are considered "Best of Breed"
+ modules for domains typically encountered by a large Perl enterprise or consulting business. This list
+ will be package into a standard distribution and work will be made to integrate this distribution with
+ the standard installation channels for popular operating system vendors.
+ </p>
+
+ <p>
+ The chairman of the working group Chris Prather gave an
+ <a href="http://www.shadowcat.co.uk/archive/conference-video/yapc-na-2009/extended/"introduction</a>
+ to the EPO Extended Core project
+ at YAPC::NA 2009 in Pittsburgh. This talk followed Matt Trout's
+ <a href="http://www.shadowcat.co.uk/archive/conference-video/yapc-na-2009/std">Catching an STD</a>
+ which provided a good
+ introduction to the reasons for starting such a project.
+ </p>
+
+ <p>
+ The structure of the project is defined in the
+ <a href="http://github.com/perigrin/epo-ec/blob/master/documents/charter.txt">charter,</a>
+ but the basic Gist is:
+ </p>
+
+ <p>
+ <ol>
+ <li>Create a <a href="http://lists.scsys.co.uk/pipermail/epo-ec-advisors/">list of Advisers</a></li>
+ <li>Identify a list of <a href="http://search.cpan.org/dist/Task-Kensho">Domains and Modules</a>
+ that the advisers agree are Best of Breed</li>
+ <li>Package the Modules into a extended core version of Perl and work with vendors on getting it into distribution channels</li>
+ </ol>

+ Currently we are working on the first two items in this list, but we expect to be ready for the third soon.

+ <p>
+ If you have a project that you fits under the Enlightened Perl
+ banner and would like to apply for a grant from the EPO then
+ you must contact the Secretary in writing detailing your
+ proposal and how much you estimate you will require as a stipend.
+ </p>
+
+ <p>
+ Once the Secretary receives your proposal he will place it
+ before the board for their consideration. The board will
+ decide on the veracity of the proposal and the sum requested.
+ They may decide to select a lower sum in return for a smaller
+ return or to refuse entirely based on available grant budget.
+ </p>
+
+ <p>
+ If you are successful a written contract will be made between
+ yourself and the organisation for your proposal and the
+ agreement to pay the stipend.
+ </p>
+
+ <p>
+ The money will be paid in three instalments. The initial
+ third will be paid at the start of the work to be undertaken.
+ The second instalment will be paid halfway through the
+ proposals time-frame, only if an appropriate goal has been
+ reached in terms of production. The final third will be paid
+ at the end of the work once it has been verified that the
+ proposal has been completed.
+ </p>
+
+ <p>
+ Some things to consider when making a proposal:
+ </p>
+
+ <p>
+ Itemise what you hope to achieve with the grant you have requested.
+ Try to separate them into blocks that make up an overall goal.
+ The organisation may not be able to give you a grant to
+ cover the whole proposal, but may be able to contribute
+ towards the overall cost.
+ </p>
+
+ <p>
+ Think clearly about how much money you require. The
+ organisation cannot accept proposals that do not have a
+ clear cost-production ratio defined. It is best not to
+ speculate, or to be vague, but to map as closely as possible
+ the funds you require to what will be produced. Try to give
+ each section of your itemised proposal a cost.
+ </p>
+
+ <p>
+ Try not to worry. The organisation is here to help Perl
+ projects and we will do our best to help you with your
+ proposal. At any time feel free to contact the Secretary.

+ The Membership voted on the series of proposals for Document Bounties.
+ The results are listed below on a chart, the original proposals follow.<br /><br />
+ </p>

+ As you can see from the above chart the voting between Ordinary members and Special Members was
+ very similar. Special members voted proposal 5 as most useful with proposals 4, 3 and 1 occupying
+ joint second place. Ordinary members voted proposals 1 and 4 as joint first followed by 13 and the 5
+ in second and third place. Combined totals place us at 1, 4 and 5 all occupying joint first place,
+ followed by 3, then by 13.

+ Organisational rules dictate that the vote from ther Ordinary membership carries. The Special membership
+ vote was used to help break ties in voting, in this case it is clear that the Special members vote
+ does not break the tie between proposals 1 and 4.
+ </p>
+
+ <p>
+ When the decision was placed before the Directors it was noted that Proposals 5 and 7 were very similar in nature.
+ If the scores were combined for proposals 5 and 7 it would place this into equal first place with proposals
+ 1 and 4. The Directors therefore decided to award three grants to proposals 1, 4 and 5 for the sums of
+ £450, £450 and £300 (GBP) respectively.

+ <b>[Proposal One]</b><br />
+ An update to POE docs. With the rise of Moose, I can see a lot of uses to mix and blend the two
+ to form servers with OO-based dispatch, better event driven GUI applications with clear separation
+ of concerns and other things.
+ </p>
+
+ <p>
+ The way things are now it's kind of spread all over the place and it would be nice if someone
+ could structure it better, from the standpoint of a newcomer to POE. Event driven architecture
+ is very different from procedural (and for that matter OO-based) programming, so some introductory
+ information about terminology and potential articles/books on the subject would be nice to include.<br /><br />
+ </p>
+

+ <b>[Proposal Two]</b><br />
+ I would also suggest maybe to add another layer on top of the website that identifies you based
+ on competency level, this way it's easier to get started. I'm pretty sure there's a lot of docs
+ there, they just need better organization.<br /><br />

+ HTTP::Engine - brilliant project, lousy english docs. Could really do with a clean overview,
+ reworked references docs, and maybe a cookbook.<br /><br />

+ Enlightened Moose - using MooseX::Declare, MooseX::Types, Moose::Autobox and friends
+ together to get the most out of Moose and the nicest syntax.<br /><br />

+ Iron Man Blogging Challenge

+ In order to promote the Perl language, and encourage more people within the Perl community to promote the language to the world outside the Perl echo-chamber, Enlightened Perl is pleased to announce the Iron Man Perl Blogging Challenge.</p>
+ <p>The rules are very simple: you blog, about Perl. Any aspect of Perl you like. Long, short, funny, serious, advanced, basic: it doesn't matter. It doesn't have to be in English, either, if that's not your native language. To stay in the Iron Man Challenge, you must maintain a rolling frequency of 4 posts every 32 days, with no more than 10 days between posts.</p>
+ <p> Your blogs will be aggregated on the Iron Man Planet at <a href="http://ironman.enlightenedperl.org/"><strong>http://ironman.enlightenedperl.org/</strong></a>.</p>
+ <p>Everybody starts off as Paper Man (or Woman). Manage four posts, week on week, and you get to be Stone Man. Get further and you get to be Bronze Man. Six months of straight posting qualifies you as Iron Man. And don't worry if you fail - there's no losing this competition, you just go back to Paper Man (and there'll be a consolation prize while you work your way back up). For each level there will be a corresponding badge for your blog.</p>
+ <p>There will be a post of the month competition: a committee of good Perl writers and bloggers, who will look over the posts and pick one out to be honoured each month. The winner will get a limited edition T-shirt, and possibly other prizes from sponsors.</p>
+ <p>Better still, the post of the month committee members are all going to be available to critique your posts, if you want them to. These people all know how hard it is to write well and they're all willing to try and help you write better if you're interested.</p>
+ <p>On top of that, there's an extra incentive: Enlightened Perl <a href="board.html">board member</a> <a href="http://www.shadowcat.co.uk/blog/matt-s-trout/iron-man/">Matt Trout</a>, whose idea this was, will be be blogging as well. Obviously as the organizer, he's not eligible for a prize, but...</p>
+ <p>If he misses a post once anyone has got to Iron Man, the people who have got there get to choose a talk title and a colour. And Matt will submit a talk of that title to <a href="http://yapceurope.org/">YAPC::EU</a> and <a href="http://yapc.org/">YAPC::NA</a> the next time there's a CFP, and he will give that talk with his hair dyed the colour that's been chosen. (If he can't find hair dye of that colour that's semi-permanent, he gets the option to spend the entire conference wearing clothes of that colour instead.)</p>

+ <h1 id="top" name="top">Organisation Rules</h1>
+ <h2 id="general" name="general">General Notes</h2>
+ <p>In all respects in this document the “board”
+ (all forms of capitalisation and emphasis except where stated) shall be in reference
+ to the Board of Directors of the Enlightened Perl Organisation.</p>
+
+ <p>In all respects in this document the “secretary”
+ (all forms of capitalisation and emphasis except where stated) shall be in reference to the Secretary
+ of the Enlightened Perl Organisation.</p>
+
+ <p>In all respects in this document the
+ terms “law”, “legal” and “act”
+ (all forms of capitalisation and emphasis
+ except where stated) shall refer to the laws of the United Kingdom
+ and The Companies Acts of 1985 and 1989, with their amendments and
+ revisions.</p>
+

+ <p class="border"></p>
+
+ <h2 id="secretary" name="secretary">The Company Secretary</h2>
+ <p>The company Secretary shall be
+ appointed by the board and registered in accordance with the act.</p>
+ <h3 id="secduty" name="secduty">Duties of the Secretary</h3>
+ <p>To keep, at a secure location, all
+ written records of the Organisation and to
+ present the originals, or copies where applicable, to the board on
+ request.</p>
+
+ <p>To ensure that the Organisation
+ files all correct documents and legal notices as required by the Act.
+ To keep a record of such files and to ensure that this is available
+ for inspection by the board at any time.</p>
+
+ <p>To oversee the annual audit and to
+ present its findings to the Board. The annual audit must be made by a
+ person recommended to the board by the Company Secretary and
+ authorised by them. The audit may not be carried out by any Member of
+ the Board, Officer of the Company, Company Secretary or Ordinary
+ Member. The audit should not be carried out by any relative of a
+ company officer or by any person with a vested interest in the
+ organisation.</p>
+
+ <p>To arrange and organise the Annual
+ General Meeting (AGM) and any Extraordinary General Meeting (EGM) as
+ outlined or requested by the Board.</p>
+
+ <p>To approve expenses for the Board of
+ Directors and all Company Officers. Expenses must be filed with the
+ company secretary and be held at the Registered Office. The expenses
+ should always be presented as an original written, or printed,
+ receipt and may not be a copy, photocopy or facsimile. Copies of
+ receipts submitted may be made for reference purposes but the
+ originals must be made available for an audit as outlined by the act.</p>
+
+ <p>To arrange the Registered Company
+ Address. At this time the Registered Office shall be the home, or
+ postal residence, of the Company Secretary until sufficient funds are
+ available for a separate office. The Registered office must be a UK
+ postal address (preferably England and Wales) and must not be a post
+ office box or postal collection agency. The Company Secretary shall
+ manage all aspects of the Registered Office and ensure it is suitable
+ in accordance with the law. The Company Secretary may be recompensed
+ for the use of a home or postal address on the decision of the board.
+ All expenses incurred by the Company Secretary in regards to the
+ Registered Office shall be recompensed in respect of receipts
+ presented for full audit.</p>
+
+ <p>The Company Secretary shall serve until:</p>
+ <ul>
+ <li>They so decide to resign;</li>
+ <li>One day before an AGM following an
+ AGM whereby the board unanimously agrees to ask for resignation;</li>
+ <li>Severe breach of duties under the
+ Act or in disobedience to the duties outlined in this document.
+ Which must be determined at an EGM (Extraordinary General Meeting)
+ or an AGM. In respect to this the Secretary will be given a minimum
+ of six weeks, to a maximum time of six months stated at the
+ reporting of a breach in duties, to prepare a defence
+ of any accusation and during which time the Secretary may liaise
+ with the board, or with members appointed by the board in an attempt
+ to resolve the situation with minimum discordance in the
+ Organisation. A severe breach must be reported by a director to a
+ quorum in writing and be agreed upon by a majority of the board;</li>
+ <li>Their death, or severe illness
+ preventing them from the carrying out of their duties in accordance
+ with the act and this document.</li>

+ <p class="border"></p>
+
+ <h2 id="admin" name="admin">The Administrative Manager</h2>
+ <p>An Administrative Manager may be
+ appointed by the Board of Directors and shall be considered an
+ “employee” and “officer of the company”. The
+ administrative manager shall be reimbursed of all expenses and <i><b>may</b></i>
+ be offered a wage as approved by the board.</p>
+
+ <p>The duties of the Administrative
+ Manager will be carried out by the Company Secretary if no person has
+ been appointed to this post.</p>
+
+ <h3 id="adminduty" name="adminduty">Duties of the Administrative Manager</h3>
+ <p>To maintain written records for the
+ Organisation and to present these documents
+ to the company secretary, auditors or to the board on request.</p>
+
+ <p>To maintain details of all organisation
+ members, officers and directors including contact address, email and
+ subscription details.</p>
+
+ <p>To maintain company accounts in
+ accordance with the act and the law.</p>
+
+ <p>To record all company expenses as
+ incurred by the company and to authorise
+ day-to-day expenses in the normal running of the organisation.</p>
+
+ <p>To collect and record all expenses
+ submitted by Board members and to submit these to the Secretary.</p>
+
+ <p>To collect and file all payments into
+ and from the company, to keep an accurate and up-to-date record of
+ all creditors and debtors of the of the organisation as required by
+ the act and the law.</p>
+
+ <p>To maintain a record of all company
+ decisions, including the minutes of all meetings and to ensure that
+ such records are accepted by the Board as being accurate and
+ distributed in an appropriate form to all members.</p>

+ <p class="border"></p>
+
+ <h2 id="members" name="members">Members</h2>
+ <p>In accordance with the Act and the Law,
+ the membership shall be offered to all persons who qualify under the
+ dictates described by the board (listed in a separate document),
+ or at the board's discretion may be offerred or denied. The
+ membership shall be divided into two types, ordinary members (also
+ referred to as voting members) and associate members (referred to as
+ non-voting members or special membership). A membership is not
+ transferable and ceases automatically upon death or dissolution in
+ the case of an organisation or entity.</p>
+
+ <h3 id="ordinary" name="ordinary">Ordinary Membership</h3>
+ <p>An ordinary member shall be offered
+ membership after approval by the board.</p>
+
+ <p>An ordinary membership shall be
+ required to pay a yearly subscription fee, as normally set by the
+ board at the yearly AGM. This fee currently stands at £100
+ (GBP).</p>
+
+ <p>An ordinary member may run for board
+ membership or any office as created by the board under the approval
+ of members as outlined in the Articles of Association as outlined in
+ the Articles of Association. This is available to all members except
+ those that are entities or organisations who may not hold a board
+ membership or officer of the company, this is limited to individuals
+ only. Entities that have a singular membership may not nominate a
+ member of their organisations to act as a board member or officer of
+ the company. This does not affect the organasations ability to vote.
+ Entities or organisations that take a single membership will be
+ limited to one vote from a registered officer of the organisation.
+ This vote may only be transferred to another member of their
+ organisation on written application to the Company Secretary.</p>
+
+ <p>Ordinary members may:</p>
+ <ol>
+ <li>Have their membership suspended;</li>
+ <li>Be refused repeat membership, at the annual subscription by decision of the board;</li>
+ <li>Ejected from the organisation during annual membership for a severe breach of the organisations
+ rules and objectives.</li>
+ <ul>
+ <li>Membership suspension may only be
+ approved by a vote of the board, or off all members, at a quorum,
+ general or extraordinary meeting and shall be for a maximum of three
+ months.</li>
+ <li>During the suspension period an
+ Extraordinary Meeting may be called and a vote taken to evict the
+ member.</li>
+ <li>Any member may be refused renewal
+ of membership at the AGM (Annual General Meeting) or at an
+ Extraordinary Meeting.</li>
+ <li>Members shall have the right to
+ representation at these meetings for suspension, eviction or a
+ refusal of renewed membership</li>
+ </ul>
+ </ol>
+
+ <h3 id="special" name="special">Special Membership</h3>
+ <p>A Special Membership, or non-voting
+ member, may be approved membership on direct approval from the board.
+ They may also be given automatic membership for being an officer of a
+ company or organisation that holds membership. Special Membership is
+ subject to all the rules and conditions of normal membership except
+ with the exceptions outlined here.</p>
+
+ <p>A Special membership is not subject to
+ a yearly membership fee, nor will they be billed for any fee.</p>
+
+ <p>A Special Membership may not be elected
+ to any office in the company or the board, but, may hold an employed
+ position in the organisation as outlined by decree from the board.</p>
+
+ <p>A Special Membership may not vote at
+ any meeting (including Annual General Meetings and Extraordinary
+ Meetings), quorum or other event. Special members may be invited to
+ participate in such events as deemed by the board under exceptional
+ circumstances, such as attendance to an AGM, but this does not confer
+ any special ability or change to their non-voting status.</p>
+
+ <p>A Special membership has no right to
+ vote on any resolution and their signature on any resolution may not
+ be constituted as a vote. Any such use of Special membership in this
+ manner constitutes a breach of the articles and may lead to a
+ dismissal from the organisation or refusal to renew membership.</p>
+
+ <p>Any member, officer, or board member may not poll the Special
+ Membership except for matters not pertaining to company Resolutions.
+ The Special Membership confers no rights under the Act relating
+ to membership of the company.</p>
