POC cpanm based bootstrap.pl

Now the distance between cloning a repo and running a Gitalist server is even
smaller as cpanm does all the heavy lifting.

Currently need to use --force because of broken deps (which I'm too lazy to
follow up ATM): http://paste.scsys.co.uk/182807
script/bootstrap.pl diff | blob | blame | history
script/cpanm [new file with mode: 0755] blob
