Merge 'deprecate_appclass_actions' into 'trunk'

Moved action methods from t/lib/TestApp.pm to t/lib/Test/Controller/Root.pm. Uncommented the if statement in lib/Catalyst/Controller.pm that checks for actions in the appclass.
