229 - Only create a stats object if you are using stats. This is a minor performance
230 optimization, but there's a small chance it is a breaking change, so please

232 - Added a developer mode warning if you call a component with arguments that does not
233 expect arguments (for example calling $c->model('Foo', 1,2,3,4) where Myapp::Model::Foo
234 does not ACCEPT_CONTEXT. Only components that ACCEPT_CONTEXT do anything with

374 - We always do utf8 decoding on incoming URLs (before we only did so if the server
375 encoding was utf8. I believe this is correct as per the w3c spec, but please

377 - Debug output now shows utf8 characters if those are incoming via Args or as
