fix the pod-coverage version required (by rjbs)

Without this fix, the generated-app tests will run, will set
TEST_POD, and may try to run the tests. The tests fail with 0.17 of
Pod::Coverage, so this requires a newer one or testing will be skipped.

Original patch didn't want to apply with git am :(
