eg/sysvipc/ipcsem bug, new hints/bsdos.sh

    There appears to be a bug in the example ipcsem with the number of
    arguments to the SYSV IPC semop() function -- the POD's agree that
    it only takes two arguments now.

    The version of hints/bsdos.sh below has been cleaned up and
    updated for the next BSD/OS release.
