perl 5.002_01: t/lib/filehand.t

Use $^O, and change ungetc test under VMS to use normal file,
since stdin isn't always buffered.  Change is specific to VMS,
in case Unix folks were trying to test whether it was possible
to ungetc one char onto a stream that hadn't been read.

perl 5.002_01: t/cmd/mod.t

Try to open TEST with explicit directory first, so test doesn't
fail if logical name TEST points to another file.

This is my patch _01 to perl 5.002.

The bulk of this patch consists of VMS and OS/2 updates, and the
conversion to use EMBED as the default when building Perl.  It
also includes miscellaneous bugfixes, corrections to the pods,
and minor additions, notably the new $^E and $^O variables.
