Subject: Add -Wall in cflags, not in Configure.

Add -Wall in cflags, not in Configure.
(This way -Wall affects only the core and the core XS,
 not user modules' XS.  Concern from Paul Marquess,
 implementation idea from Andy Dougherty.)
