Integrate perlio:

[  8106]
"Cold" build correction to Encode's Makefile.PL

[  8105]
"Compiled" encodings.
Correct replacement character in EBCDIC .enc files
Add 0x7F to ASCII repertoire.

[  8103]
Beginings of compiled encodings - checked in as a snapshot of thoughts
so far and so it does not get lost.
