Allow test to pass even when \C leaves SvUTF8 set by adding 'use bytes'

EBCDIC Fixes.

1st day's EBCDIC fixes:
- toke.c's parsing of strings needed attention
needed to conditionally e2a if string was already UTF-8
- e2a/a2e tables where wrong way round.
- new macros in utf8.h
