Integrate perlio:

More Encode tweaks:
- make expensive and marginal substring search optional (-O)
- enable -O for ASCII-oid encodings (search space is small)
- add ASCII-oid jis0201 to basic Encode.so
- add some other Japanese encodings to EUC_JP bundle (without -O)
