regexec.c: change names of two vars for clarity

do_utf8 is changed to utf8_target
UTF is changed to UTF_PATTERN

This will help me keep track of the fact that there are four possible
combinations of these, and that ! do_utf8 doesn't necessarily mean don't
do utf8.
