perl 5.003_03: Makefile.SH

Support the new simplified shared libperl mechanism.

Use new $make_set_make directive.

Remove redundant libperl Make variable.

Remove unnecessary MAB variable.

Remove dependency of minitest on lib/Config.pm, since it could
well have been a failure of configpm that inspired testing
miniperl in the first place!
