in perl_clone() move common code outside ifdef/else blocks

e diff looks confusing, but basically it changes:

    #ifdef PERL_IMPLICIT_SYS
      ...
      COMMON_BLOCK
    #else
      ...
      COMMON_BLOCK
    #end

into
    #ifdef PERL_IMPLICIT_SYS
      ...
    #else
      ...
    #end
    COMMON_BLOCK
