perl 5.003_01: Configure

Added MAB support for Next
Correct recognition of irix 6
Use C locale when obtaining Perl version for arch-dependent dir names
Insure that config.sh is writeable
Improve test for broken gconvert()
Set cc and ld switches properly for shared libraries under linux and irix
Correct dynamic loading test so that $dlext=o doesn't break it
