Configure maintenance.  Sever some dependency cycles,
separate gccversion from the cc unit,
address [ID 20000623.006] Configure script patch for using gcc on AIX
(but solve it a little bit differently),
unduplex some accidentally duplicated units,
suggest using gcc if no cc available
(p5p thread: "Solaris configure: counterproposal", 1999-09)
