Adopt Makefile macros MINIPERL_EXE and MINIPERL from VMS, to reduce copy&paste.

'$(LDLIBPTH) $(RUN) ./miniperl$(EXE_EXT) -Ilib' becomes '$(MINIPERL)'
'miniperl$(EXE_EXT)' becomes '$(MINIPERL_EXE)'
