Revamp the section on local() in perlsub.
- avoid using the word "declare" in conjunction with local()
- less archaelogical references
- more about localization of lvalues
- removes examples of localization of tied hashes that don't work
- give titles to subsections
- explain localization of magic values
- explain localization of globs
- fix link to perldelta
