Fix STMT_{START,END} under g++

Subject: perl.h with g++ (97b)

({}) is not allowed in C++, so the STMT_START selection macro should be
changed from
    # if defined(__GNUC__) && !defined(__STRICT_ANSI__)
to
    # if defined(__GNUC__) && !defined(__STRICT_ANSI__) && !defined(__cplusplus)
